Jaipur is one of four urban clusters selected for the proposed Sustainable Urban Transformation in Rajasthan Accelerated (SUTRA) project, a $385.71 million plan combining improvements to city services with reforms in municipal finance.

The project would cover 32 urban local bodies across Jaipur, Jodhpur, Kota and Bharatpur and their 28 satellite towns. Its priorities include urban transport, heritage conservation, solid waste management and protection against heat and flooding.

Transport, heritage and civic services in focus

For Jaipur, the proposal connects everyday concerns such as mobility and waste handling with the upkeep of heritage areas and the city's tourism economy. Planned investments would seek to improve connectivity, public spaces and services across the participating urban clusters.

The infrastructure component covers four main areas:

  • Heritage and tourism: Revitalising cultural and historic areas to improve their condition and visitor experience.
  • Urban mobility: Improving transport and connections within the urban clusters.
  • Solid waste management: Strengthening services that support cleaner, more livable cities.
  • Climate resilience: Reducing exposure to urban flooding and extreme heat.

Specific Jaipur works, neighbourhood allocations and construction schedules have yet to be detailed in the initial plan.

Proposed funding pairs infrastructure with municipal reform

The financing plan combines a $270 million loan from the World Bank's International Bank for Reconstruction and Development (IBRD) with $115.71 million in government counterpart funding. These are proposed contributions, with approval still ahead.

Proposed financingAmount in US dollars
IBRD loan$270 million
Government counterpart funding$115.71 million
Total project cost$385.71 million

Alongside physical works, SUTRA would strengthen revenue administration, land inventories and debt management in participating municipal bodies. It also proposes a financial intermediation platform to improve their ability to borrow and attract private and commercial capital for urban infrastructure.

The aim is to give local bodies a stronger financial base for delivering services and funding future investment. Project management support would include staff capacity building, monitoring and training.

Approval is estimated for July 2027

The project remains at the proposal stage. A technical design review is estimated for December 10, 2026, followed by an estimated approval date of July 2, 2027.

Those dates are planning milestones and may change. For Jaipur residents, the next details to watch are the selection of local works, their budgets and implementation schedules as the proposal develops.
