A three-day National Conference on “Cyber Security – Awareness, Protection and Inclusive Access to Justice” was inaugurated in Jaipur, bringing together judges, policymakers, legal experts, and administrators to discuss the growing importance of digital safety and institutional trust in the modern era. The event is being held at the Rajasthan International Centre.

Cyber Security Is About Protecting Institutional Trust

Addressing the inaugural session, Justice Surya Kant, Chief Justice of India, emphasized that while the digital revolution has made governance, services, and communication more accessible, it has also introduced new vulnerabilities. He stated that cyber security is no longer limited to safeguarding bank accounts—it is fundamentally about protecting public trust in institutions.

He clarified that terms like “digital arrest” have no legal basis and are purely fraudulent tactics. Stressing long-term solutions, he called for cyber education to become an essential part of civic awareness, supported through coordinated efforts by institutions, government bodies, and society.

Justice Surya Kant highlighted a simple principle for digital life:
“Think before you speak, understand before you act.”
According to him, this timeless wisdom is the essence of modern cyber security.

Collective Commitment Needed to Combat Cybercrime

Rajasthan Chief Minister Bhajanlal Sharma noted that technological expansion has brought new cybercrime challenges. He described awareness as the most effective shield against digital fraud and called cyber security a shared responsibility of government, judiciary, and citizens.

The Chief Minister announced the establishment of special cyber courts in Rajasthan to ensure stricter control and faster resolution of cybercrime cases. He also highlighted state initiatives such as action against cybercriminals under enforcement drives and the upcoming Rajasthan Cyber Crime Control Center.

Digital Justice Expanding Access

Referring to the Digital India vision of Narendra Modi, the Chief Minister said digital platforms have transformed everyday life by connecting citizens to banking, insurance, pensions, and judicial services. Tools such as e-court portals, virtual hearings, and online complaint systems have made justice more transparent, faster, and accessible—even for people in remote areas.

He added that Rajasthan is implementing newly introduced criminal laws efficiently, positioning the state among the fastest in delivering justice. Rapid expansion of e-courts and legal innovation, he said, demonstrates the government’s commitment to ensuring no criminal finds safe ground in the state.

New Legal Initiatives and Launches

During the event, the Rajasthan State Legal Services Authority unveiled several initiatives, including:

  • Launch of the E-Samadhan online mediation and Lok Adalat platform

  • Release of a mediation handbook

  • Introduction of Mahila Panchayat – Pan Rajasthan initiative

  • Publication of the Legal Services Ready Reckoner 2026

  • Legal awareness campaigns for schools

  • Cyber awareness handbook

Awards were also presented to differently-abled children who won competitions held under the Sports for Awareness – Udaan 2.0 program.

Call for Coordinated Efforts

In his welcome address, Sanjeev Prakash Sharma, Acting Chief Justice of the Rajasthan High Court, highlighted innovations introduced by the legal services authority and stressed the need for coordinated efforts among the judiciary, government, and society to strengthen cyber security.

Several distinguished dignitaries attended, including Supreme Court judges Ahsanuddin Amanullah, Rajesh Bindal, Prasanna Bhalchandra Varale, and N. Kotiswar Singh, along with Rajasthan High Court judge Pushpendra Singh Bhati, Deputy Chief Ministers Diya Kumari and Premchand Bairwa, and Law Minister Jogaram Patel.

The conference underscores a crucial reality of the digital age: technology can empower societies only when security, awareness, and justice mechanisms evolve alongside it. With policy announcements, institutional collaborations, and public education initiatives, the event aims to strengthen India’s cyber resilience and promote a safer digital future for all.
