Rajasthan marked a major milestone in its digital transformation journey as Chief Minister Shri Bhajanlal Sharma launched the Rajasthan AI-ML Policy 2026 and the National AI Literacy Programme at the Rajasthan Regional AI Impact Conference 2026, held at JECC, Jaipur. Alongside these, several key digital platforms were unveiled, reinforcing the state’s ambition to emerge as a leading hub for artificial intelligence, innovation, and digital governance.
A Comprehensive Push for AI-Driven Growth
During the inaugural session, the Chief Minister launched multiple initiatives, including the iStart Learning Management System (LMS), Rajasthan AI Portal, and the Rajasthan AVGC-XR Portal. These platforms are designed to strengthen AI-based education, startups, research, skill development, and citizen-centric digital governance. The initiatives aim to foster innovation and entrepreneurship across emerging IT domains while enhancing administrative efficiency.
Addressing the gathering, Shri Bhajanlal Sharma emphasized that effective use of technology is the foundation of future development and citizen empowerment. He stated that Rajasthan is rapidly advancing towards becoming a national leader in AI-driven innovation, investment, and good governance.
Historic Holographic MoU Signing Experience
The event created history with a first-of-its-kind live holographic presentation of MoU signings. Three major Memorandums of Understanding, signed earlier at the Planning Bhawan, were showcased live at JECC on a 98-inch advanced holographic projection screen. This marked the first instance in India where a government event featured holographic representation of live proceedings—an innovation previously seen only at global platforms such as the G20.
The technology was developed by Calance, an iStart-registered startup led by Rajat Jain, and was used to present MoUs signed with Google, IIT Delhi, and National Law University (NLU), Jodhpur.
Rajasthan AI-ML Policy 2026: Strengthening E-Governance
Aligned with the vision of Prime Minister Shri Narendra Modi’s Digital India Mission, the Rajasthan AI-ML Policy 2026 aims to position the state as a robust IT and ITES hub. The policy focuses on expanding the role of AI in e-governance, ensuring faster, more transparent, and citizen-centric service delivery.
The policy promotes the responsible, ethical, and secure use of AI and machine learning, enhancing administrative efficiency while encouraging innovation-led economic growth.
Strong Focus on Data Protection and Cyber Security
Data security, privacy, and cyber safety form the backbone of the new policy. Clear provisions have been introduced to ensure transparency, accountability, fairness, and protection of personal data within AI systems. Measures to reduce algorithmic bias, ensure clarity in decision-making, and establish structured processes for reporting and addressing AI-related cyber crimes have also been outlined.
As part of this framework, the state will establish an Artificial Intelligence Center of Excellence to drive research, innovation, and best practices.
AI Education from School to College
The policy envisions AI integration across all government departments, each supported by a dedicated AI Nodal Officer. Advanced digital infrastructure, AI cloud services, secure data storage, and testing platforms will be developed to support implementation.
AI education will be promoted across schools, ITIs, polytechnic institutes, and colleges, with specialized training programmes for students, teachers, youth, and government officials. Industry, MSMEs, startups, and research institutions will receive top-up incentives under existing RIPS, MSME, and Startup policies to encourage AI-led initiatives.
National AI Literacy Programme: AI for All
To make artificial intelligence accessible and understandable for everyone, the National AI Literacy Programme has been launched. The programme goes beyond coders and professionals, enabling children and young learners to understand AI in a simple, practical, and responsible manner.
The first phase, ‘Youth AI for All’, includes a four-hour introductory course that explains AI concepts, real-life applications, creativity, planning, and ethical usage across everyday life.
Digital Platforms to Boost Skills and Innovation
The iStart Learning Management System will enhance digital learning, skill development, entrepreneurship, and innovation across the state. To support effective implementation of the AI-ML Policy, the Rajasthan AI Portal has been launched, along with the Rajasthan AVGC-XR Portal, aimed at nurturing talent in animation, visual effects, gaming, comics, and extended reality.
Strategic MoUs with Global and Academic Leaders
- Google: Collaboration on AI/ML-based pilot projects in healthcare, agriculture, transport, and citizen services, leveraging global best practices in cloud and AI deployment.
- National Law University, Jodhpur: Partnership to promote trustworthy, ethical, and responsible AI through capacity building for government officials, startups, and professionals.
- IIT Delhi: Joint efforts to establish an AI Center of Excellence, strengthen research, skilling, hackathons, startup mentoring, and foster industry-academia-government collaboration.

With these initiatives, Rajasthan has taken a decisive step towards building an inclusive, secure, and innovation-driven AI ecosystem—one that empowers citizens, strengthens governance, and prepares the state for the digital future.
