State Government Strengthens Economic Empowerment of Marginalised Communities Through Concessional Loans

Under the sensitive and visionary leadership of Chief Minister Shri Bhajanlal Sharma, the Rajasthan government is taking decisive steps towards the economic empowerment of marginalised and deprived sections of society. Through a range of self-employment, skill development, and vocational training programmes, the state government is enabling beneficiaries to become self-reliant and financially independent.

Guided by the spirit of Antyodaya, the government is effectively implementing inclusive policies and welfare schemes to accelerate Rajasthan’s journey towards becoming a developed, inclusive, and empowered state.

₹20 Crore in Concessional Loans Approved for Over 1,300 Beneficiaries

In this direction, the Rajasthan Scheduled Caste, Scheduled Tribe Finance and Development Cooperative Corporation Limited, functioning under the Social Justice and Empowerment Department, has taken a significant initiative. During the financial year 2024–25, concessional-interest loans amounting to approximately ₹20 crore were approved for 1,381 beneficiaries, including individuals from Scheduled Castes, Scheduled Tribes, sanitation workers, and persons with disabilities. These loans will open new avenues for self-employment and entrepreneurship.

The Chief Minister’s forward-looking vision behind this initiative is to provide financial assistance for self-employment, business expansion, and education, enabling beneficiaries to emerge as job creators rather than job seekers. This programme has emerged as a vital step towards the economic upliftment of Scheduled Castes, Scheduled Tribes, Other Backward Classes, persons with disabilities, and sanitation workers.

Category-wise Distribution of Loan Benefits

As part of the government’s commitment to ensure that welfare schemes reach eligible beneficiaries, the corporation approved loans in the previous year as follows:

  • 671 Scheduled Caste beneficiaries received loans worth approximately ₹7.52 crore

  • 325 Scheduled Tribe beneficiaries received around ₹3.25 crore

  • 106 sanitation workers were sanctioned loans amounting to ₹3.81 crore

  • 51 persons with disabilities received loans worth ₹58.08 lakh

In total, loans worth nearly ₹20 crore were distributed among eligible beneficiaries across various categories.

Online Loan Application Process Completed for 2025–26

Under the Chief Minister’s compassionate leadership, the online loan application process for the financial year 2025–26 has been successfully completed. Against a target of 3,470 applications, the corporation received an overwhelming 15,635 applications, reflecting growing public trust in the scheme.

In January 2026, district-level loan selection committees will conduct interviews across districts. After completion of the required documentation, the approved loan amounts will be transferred directly to beneficiaries’ bank accounts through Direct Benefit Transfer (DBT).

Loan Approvals Through Banks and Central Scheme Support

Under the Scheduled Caste Sub-Plan, loans are also being facilitated through nationalised and private banks. Against a target of 3,400 beneficiaries, loans have already been approved for 2,670 individuals through banking institutions.

Additionally, under the Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY), eligible beneficiaries receive a grant of 50% of the project cost or up to ₹50,000 (whichever is lower). For the financial year 2025–26, grants amounting to ₹452 lakh have already been approved for Scheduled Caste beneficiaries.
