Industrial plot allottees in Jaipur and across Rajasthan could face fewer trips to RIICO offices under a planned e-lease system. The Rajasthan State Industrial Development and Investment Corporation is preparing to move lease preparation, signing and document submission onto its ERP portal.
The initiative involves changes to the RIICO Disposal of Land Rules, 1979. It aims to reduce the movement of physical paperwork, improve transparency and make the process easier for investors and company representatives based in other districts or states.
What would move online
At present, lease execution involves physical documents and visits to RIICO's unit office and the relevant sub-registrar. The proposed digital workflow would connect several stages:
| Stage | Proposed process |
|---|---|
| Initial checks | Verify outstanding payments and record authorised signatory and witness details, with Aadhaar-based authentication and verification. |
| Lease preparation | The RIICO unit office checks the details before the agreement is generated. |
| Signing and submission | The allottee, witnesses and authorised RIICO officer sign electronically in sequence; the sealed document goes to the sub-registrar. |
| Tracking | A reference number helps the allottee follow the process and arrange a sub-registrar appointment. |
Registration would still require a visit
Allottees and witnesses would still need to attend the sub-registrar's office for biometric identification and photographs. Moving the paperwork online would therefore reduce office visits without removing this registration step.
Registration would follow confirmation of stamp duty and registration fee payments, along with completion of the required formalities. The registered lease would then return electronically to the RIICO unit office.
What it means for Jaipur businesses
The planned framework also covers supplementary or revised lease agreements for situations such as a transfer of leasehold rights, changes in an entity's constitution, changes in permitted activity or amendments to the original agreement.
For Jaipur businesses, the potential benefit is less time spent carrying documents between offices, particularly when authorised signatories are based elsewhere. The system is still being prepared for implementation, so the actual reduction in processing time will depend on how the digital workflow operates after rollout.
